About Organizing the Practical Training of the Students according to the Educational Programs of the Higher Medical Education under the Conditions of Spread of the New Coronavirus Infection on the Territory of the Russian Federation.

With the purpose of organizing the provision of medical assistance under the conditions of control of the spread on the new coronavirus infection COVID-19 on the territory of the Russian Federation (further – the coronavirus infection) we order:

1. The heads of organizations realizing the educational programs of the higher medical education independent of the organizational legal form and hierarchical powers

• to make changes in the educational programs of the higher medical education in the specialties “Medical Care”, “Pediatrics”, “Medical and Preventative Care”, “Dentistry”, in the field of education “Nursing Care”, introducing from May 1, 2020 organizing the practical training of the students who have mastered the educational programs of the higher medical education in the specialties “Medical Care”, “Pediatrics”, “Medical and Preventative Care”, “Dentistry” in the volume of three years or in the field of education “Nursing Care” in the volume of two years and more (further respectively – the educational program, the students);
• to provide training the students, mentioned in the Subitem 1 of the Item, according to the minimal requirements for performing medical activities meant for prophylaxis, diagnoctics and treatment of the new coronavirus infection, foreseen in the order of the Ministry of Healthcare of the Russian federation of March 19, 2020 №198n “About Temporary Order of Organizing the Work of Medical Organizations with the Purpose of Realizing the Measures on Prophylaxis and Diminishing the Risks of the Spread of the New Coronavirus Infection covid-19” (registered by the Ministry of Justice of the Russian Federation in March 19, 2020, registered №57786);
• from May 1, 2020 to send for practical training the students mentioned in Subitem 1 of the Item excluding the categories of the students mentioned in Subitem 4 of the Item, to medical organizations on the territory of the corresponding subject of the Russian Federation, providing the medical assistance to the patients with the suspicion and confirmed diagnosis of the coronavirus infection;
• from May 1, 2020 to send for practical training the students mentioned in Subitem 1 of the Item having medical contraindications for work at the medical organizations providing the medical assistance to the patients with the suspicion and confirmed diagnosis of the coronavirus infection, mentioned in Part 4 of Article 82 of the Federal Law “About Education in the Russian Federation” excluding the medical organizations mentioned in Subitem 3 of the Item.

2. The heads of the organizations realizing the educational programs and heads of the medical organizations mentioned in Subitem 3 of Item 1 of the Order:

• to provide the conclusion of the corresponding agreements about organizing the practical training of the students mentioned in Subitem 3 of Item 1 of the Order (according to the standard form of an agreement approved by the Order of the Ministry of Healthcare of the Russian Education of June 30, 2016 № 435n, registered by the Ministry of Justice of the Russian Federation in August 23, 2016, registered №43353) taking into consideration the needs of the organizations mentioned in Subitem 3 of Item 1 of the Order and according to the placement realized by the organs of the state power of the subjects of the Russian Federation in the sphere of healthcare;
• to organize for the students having the practical training according to the Procedure of Organizing and Holding the Practical Training of the Students According to the Professional Educational Programs of Medical Education, Pharmaceutical Education, approved by the order of the Ministry of Healthcare of the Russian Education of September 3, 2013 № 620n (registered by the Ministry of Justice of the Russian Federation in November 1, 2013, registered №30304) by means of conducting by the students mentioned in Subitem 3 of Item 1 of the Order besides the activities foreseen by the Order of the Ministry of Healthcare of the Russian Education of March 29, 2020 № 248 “About Organizing the Practical Training of the Students According to the Educational Programs of Medical and Pharmaceutical Education under the Conditions of Prevention of the Spread of the New Coronavirus Infection on the Territory of the Russian Federation” the activities on participating in providing all types of medical assistance to the patients with the suspicion and confirmed diagnosis of the coronavirus infection.

3. The heads of the organizations realizing the educational programs and heads of the medical organizations mentioned in Subitem 4 of Item 1 of the Order:

• to provide the conclusion of the corresponding agreements about organizing the practical training of the students mentioned in Subitem 4 of Item 1 of the Order (according to the standard form of an agreement approved by the Order of the Ministry of Healthcare of the Russian Education of June 30, 2016 № 435n, registered by the Ministry of Justice of the Russian Federation in August 23, 2016, registered №43353) taking into consideration the needs of the organizations mentioned in Subitem 4 of Item 1 of the Order;
• to organize for the students mentioned in Subitem 4 of Item 1 of the Order having practical training according to the Procedure of organizing and holding the practical training of the students according to the professional educational programs of medical education, pharmaceutical education, approved by the order of the Ministry of Healthcare of the Russian Education of September 3, 2013 № 620n (registered by the Ministry of Justice of the Russian Federation in November 1, 2013, registered №30304), and conducting by them the kinds of activities foreseen by the Order of the Ministry of Healthcare of the Russian Education of March 29, 2020 № 248 “About Organizing the Practical Training of the Students according to the Educational Programs of Medical and Pharmaceutical Education under the Conditions of Prevention of the Spread of the New Coronavirus Infection on the Territory of the Russian Federation”.

4. The heads of the organizations realizing the educational programs and heads of the medical organizations mentioned in Subitems 3 and 4 of Item 1 of the Order the participation of the students mentioned in Item 1 of the order during having practical training on providing medical assistance to the citizens to realize according to the Procedure of Participation of the Students According to the Professional Educational Programs and Supplementary Professional Programs in Providing the Medical Assistance to the Citizens and in Pharmaceutical Activities, approved by the order of the Ministry of Healthcare of the Russian Education of August 22, 2013 № 585n (registered by the Ministry of Justice of the Russian Federation in November 1, 2013, registered №30288).
5. To define that:

the students mentioned in Subitem 3 of Item 1 of the Order are admitted to provide medical assistance to the patients with the new coronavirus infection in the medical organizations and their structural units which provide medical assistance under the inpatient conditions on condition of having a written agreement for providing the mentioned assistance and concluding employment agreement for filling a corresponding position of the medical personnel according to the order of the Ministry of Healthcare of the Russian Federation of March 19, 2020 №198n “About Temporary Order of Organizing the Work of Medical Organizations with the Purpose of Realizing the Measures on Prophylaxis and Diminishing the Risks of the Spread of the New Coronavirus Infection covid-19” (registered by the Ministry of Justice of the Russian Federation in March 19, 2020, registered №57786);

sending to practical training according to the Order is not realized in relation to the students who are having the practical training or are employed in the medical organizations at the moment of the Order issuing

6. The heads of the organizations mentioned in Subitem 4 of Item 1 of the Order in case of necessity to admit the students mentioned in Subitem 4 of Item 1 of the Order to provide the medical assistance having the positions of the nursing staff in the Procedure of Admitting the Persons not Having Finished Mastering the Educational Programs of Higher Medical or Higher Pharmaceutical Education, and also the Persons with Higher Medical or Higher Pharmaceutical Education to Conducting Medical Activities or Pharmaceutical Activities on the Positions of the Nursing Staff or Nursing Pharmaceutical Staff approved by the Order of the Ministry of Healthcare of the Russian Education of July 27, 2016 № 419n (registered by the Ministry of Justice of the Russian Federation in July 27, 2016, registered №42977).
7. Control of the execution of the Order to give to the Deputy Minister of the Healthcare of the Russian Federation T.V. Semyonova and Deputy Minister of Science and Higher Education of the Russian Federation D.V. Afanasyev.
