As of 1 September 2025, Federal Law 271-FZ dated 31 July, 2025 On Amendments to Part Two of the Russian Federation Tax Code, introducing state duty for registration of foreign nationals with the migration authorities, has come into force. It sets a fee of 500 (five hundred) rubles for migration registration of foreign nationals at the place of their residence.

To obtain reimbursement for University’s costs incurred in complying with the requirement of migration registration of foreign students, the University has published the Public Offer on the University’s official website at

Seven days prior to the expiry of their current migration registration, international students are required to submit to the University’s Passport and Visa Centre a proof of payment (bank receipt) of 500 (five hundred) rubles to the University’s bank account as reimbursement for the University’s costs for the payment of the state duty for migration registration of the student, along with all other documents required for migration registration.

In the event of crossing the state border, such proof of payment (bank receipt) must be submitted within three days following the date of entry into the Russian Federation.
